Effective July 1st 2016 the EU Regulation 2014/910, also known as eIDA defines Electronic Signature as defined as data in electronic form which are attached to or logically associated with other electronic data and which are used by the signatory to sign.

For example, in Latvia it is one of the leading electronic communication service provider LVRTC. In Estonia and Lithuania it is local DocuSign.
It is not free service but it does not pay a lot. You will get much more with e-signature.
